HB 149, Move on When Ready (MOWR) was established as law in the state of Georgia effective July 1, 2009. As a member of the University System of Georgia, North Georgia College & State University is committed to making college available for those high school juniors and seniors who are academically ready to do college level work. To that end, please find an overview of the program and North Georgia criteria for admission.

Guidelines
HB 149, “The Move on When Ready Act,” permits 11th and 12th grade students to leave their assigned high schools and attend postsecondary institutions full-time to earn course credit that will apply towards high school graduation and college. The “Move on When Ready Act,” is intended as another option (not a replacement) for 11th and 12th graders, in addition to other regular dual enrollment programs, residential programs, early college, career academies and charter schools. MOWR program is only available to students entering the 11th or 12th grade, who spent the prior year (2 consecutive semesters) in attendance at a Georgia public high school at are considered a Georgia resident for tuition purposes according to both the high school and North Georgia standards.
North Georgia Admission Criteria for MOWR
- 600 Critical Reading and 600 Math on the SAT-1
OR
- 27 English, 27 Math and 27 Composite on the ACT
AND
- A minimum High School College Preparatory Curriculum GPA of 3.70
- Students must be on track to complete high school graduation requirements.
- Non‐cadet students must be at least 16 years of age at the time of enrollment and be of good moral character.
Cadet students must be at least 17 years of age at the time of enrollment and be of good moral character.
Admissions Process
The admissions process for MOWR is the same for all other types of admission to the College. Application with accompanying $30 application fee, official transcripts and standardized test scores must all be received by the application and document deadlines. Immunization record is required before a student is allowed to register and should be sent to Student Health Services. Students may download the immunization form at www.northgeorgia.edu/forms.
Students seeking admission to the MOWR program must also submit a copy of the Permission to Participate form, signed by the high school guidance counselor, parent(s) and student and the MOWR Checklist.
Due to class availability constraints, enrollment in the MOWR program will be limited. Students will be admitted based on the evaluation of their admission file. Meeting the minimum criteria for MOWR does not guarantee admission to North Georgia. Once capacity has been met for a semester, students will not be admitted into the program. Upon evaluation of a student’s file, additional documentation may be required. This could include but is not limited to proof of U.S. citizenship, proof of permanent residency, background checks, residency information or additional information required prior to making an admissions decision. Students wishing to enroll as a MOWR cadet are required to meet with the Commandant of Cadets prior to an admissions decision being determined. Appointments with the Commandant should be made by contacting our Cadet Admissions Office.

Academic Advising
Students must be enrolled in a minimum of 12 credit hours as of the last day of the drop/add period. Postsecondary institutions are under no obligation to offer courses that will insure a student participating in MOWR will complete high school graduation requirements on time.
Students can select courses from the ACCEL course list located at www.gsfc.org/main/publishing/pdf/2005/accel_courses.pdf or other courses appropriate to their major.
Fee Payment
Tuition and Mandatory Fees will be paid by Georgia Department of Education. All other charges will be the responsibility of the student and payment will be required by the published fee payment deadline.

MOWR Admission Requirements
- Submit an application for undergraduate admission with a $30 non-refundable application fee
- Non-cadet students must be at least 16 years of age at the time of enrollment and be of good moral character. Cadet students must be at least 17 years of age at the time of enrollment and be of good moral character.
- Students must be on track to complete high school graduation requirements
- Be an 11th or 12th grade high school student in a Georgia public high school
- Students must have completed their prior year (two consecutive semesters) in a Georgia public high school
- Students seeking admission to the MOWR program must also submit a copy of the Permission to Participate form, signed by the high school guidance counselor, parent(s) and student and the MOWR Checklist
- Have an official high school transcript and official SAT or ACT scores submitted
- Present a cumulative Grade Point Average of 3.70 or better in CPC coursework
- Present minimum SAT scores of 600 Verbal and 600 Math or ACT scores of 27 English and 27 Math with a composite score of at least 27.
- Document showing lawful presence in the United States if requesting to pay Georgia in-state tuition. Click here for a list of documents that can be used.
- Applicants seeking F-1 or J-1 visas must complete the international student application
- Prior to enrolling a student must submit a North Georgia Certificate of Immunization, showing proof of immunization
- Students wishing to enroll as a MOWR cadet are required to meet with the Commandant of Cadets prior to an admissions decision being determined. Appointments with the Commandant should be made by contacting our Cadet Admissions Office.
